You could try and see who is working on or around it. Like a phone callers van or something like that. But my guess is that it is either phone or Internet
For above the best way to find out who's it is is to cut it. Then see who comes to fix it and you have your answer. lol

I've tried everypossible setup (wired, wireless, multiple computers) but nothing is clever to get it nearly up to the speeds its advertised at. PS3 especially is very slow when on wireless.
It may not be fios but rather your system. Try management anti-spyware like Spybot S&D and Adaware. You might be very surpised by the amount of malware that they find that is slowing your system down by robbing resources.
