Can Offers Be Made On New Development Condos In Manhattan?

I consideration that new development condos list a price and thats the final. Can offers be made?
In legitimate estate there are two very old expressions:
1] You [the Buyer] names the price.
They [the Seller] names the terms.
You [the Customer] names the terms.
They [the Seller] names the price.
Somewhere in the middle there might be an agreement on price and terms.
2] A idiosyncrasy - any property - is ONLY worth what the Buyer is willing to pay for it AND what the Seller is willing to sell it for - not one dollar more or less!
AND, when financing is active, what the lender will appraise the property for and lend money for the mortgage.
THE ONLY way you're going to find out what the Seller's bottom form ranks is, is to make a written offer on the property.
By the way: DON’T EVEN TRY naming the price AND the terms. it’s a toytal neglect of time and very frustrating and aggravating.

New York taxes are the right hand highest in the U>S> second to Hawaii!! My property is assessed at 138,000 and the rate is 47 per thousand. I energetic in Nowheresville between Rochester and Syracuse. What could the tax rate be on a $5,000,000. condo in Manhattan? Or what was Jackie Kennedy's paying for bona fide estate taxes on her Park Avenue penthouse condo that was valued at $50,000,000 years ago when she died?!! What are the taxes on that condo now?
still around 1.34% in those areas. if there Melo-roos exists in newer developments, we're talking another .6-.9%

I looking for A honourable condo or loft in new york. Does anybody knows of a decent condo with a tickety-boo view of Central Park with a very nice kitchen with an amazing island and great bathroom. That new and latest. I am deciding between New York and LA for enterinment business that I currently studying for. I want to act in movies
I should create that there are dozens of condos and co-ops for sale that fit this description. Lofts unlikely as there are no industrial buildings bordering Leading Park.
Just Google for apartments for sale on Central Park West, Chief Park South, Fifth Avenue and 110th Street.

as solidly as title can get you a clear title & put their docs together - I've seen it done in as little as 7-10 days (if everyone is deep down on the ball) and if it's a foreclosure - REO or short sale - then it can't be done that fast unless they've already prepped the title.
