I understand that there are classes in Manhattan per class but it's about $80 at the Broadway Studio. Some places need hip hop experience and I don't really have much of that... so does anyone have ideas?

The only undo dance classes are ones that are brought into inner city schools for a single session or maybe more. Dance companies welcome special grants to offer those programs, so it's all based on how generous their donors are being at any given everything. You can often find links to these programs from the company web pages.
Otherwise, to receive on-going training in dance for free, you'd have to be offered a endowment. Scholarships, if a dance school has the funds to offer them (and in this economy, that is less likely), are given on the basis of marvellous talent demonstrated through an audition process to only a select few students. In most cases, dance schools hesitancy their scholarships for male dancers, due to the shortage of men in the dance world.
Contact the dance schools you're interested in and ask if they bid any scholarships and, if so, how you can go about applying for them.
